Remove redundant modifiers in android_webview/.

These redundant modifies are unnecessary and do not change the effect of
the code. Removing them simplifies and unifies. Changes were made
through Android Studio's inspection process.

NO_IFTTT=Not changing int def values, no need to update histograms.
