Add WrapLegacyMailbox() and WrapSharedImages() to VideoFrame

As a prerequisite of replacing MailboxHolder with ClientSharedImage,
this CL adds a VideoFrame::WrapSharedImages() that is intended as
the replacement of VideoFrame::WrapNativeTextures().

This CL also adds a VideoFrame::WrapLegacyMailbox() for the situation
where WrapNativeTextures() is invoked with a legacy mailbox and thus is
not readily replaceable by WrapSharedImages().
