Allow peeking at the gpu::Mailbox used by a GPUTexture. `endWebGPUAccess` will need to retrieve the gpu::Mailbox from an existing GPUTexture. This should always be possible because we control `beginWebGPUAccess`, and its textures are created in a predictable way (via a shared image). The prerequisite accessors are added in this CL. Also, GPUTextures now hold on to the gpu::Mailbox name post-construction, so it can be retrieved later. These are small (16 bytes?) so should be a negligible cost. `endWebGPUAccess` now invokes the accessors and checks that they returned reasonable values. In a followup, the mailbox will be used to replace the canvas' image. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
