Remove remaining uses of MojoUnion::New() in //chrome/browser/lacros. The 'generic' New() method for Mojo unions is deceptive and confusing and slated for removal. The method name makes it sound like it creates an empty union (there is no such thing); what it actually does is create a union that is default-initialized with the first-declared subtype. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
