[fuchsia] Mark conditionally-used capabilities as optional web_engine_shell.cml uses many protocols for the sake of having them in its svc directory, which it passes off to web_instance. In this CL, we mark those that are conditionally used based on buildtime or runtime configuration as `optional`. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
