[gpu] Use DawnSharedTextureHolder in D3DImageBacking Use DawnSharedTextureHolder that caches wgpu::Texture and SharedTextureMemory per device within D3dImageBacking. This will be helpful as we want to cache textures for the lifetime of the backing instead of the representation. Also, adjust dxgi shared handle state to cache shared texture memory properly. Also add tracking for begin/end accesses for D3DBacking::DawnRep so that the SharedTextureMemory::Begin/EndAccess are called only once when cached. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
