Reland "[Graphite][metal] Pass Dawn Metal device for HDRCopierLayer"

This is a reland of commit 43a789f7c93a391d999262ac2280cc006aeca3ef

Difference from original:
I believe earlier tests were running Dawn Swiftshader-Vulkan backend
and so the MTLDevice was not there and it was crashing elsewhere. This
checks for dawn_context_provider (which is created only for graphite)
and the dawn BackendType for BackendType::Metal and only then proceeds
to get the MTLDevice and passes it along. Tested with the
mac13.arm64-skia-alt-blink-rel on CQ.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
