[webview][prefetch][2/n] - Add & Wire Prefetch Started Browser Callback This CL adds the "prefetch started" browser callback that is called once the prefetch request initially kicks off. This callback is not called at all for any redirects caused by the initial prefetch. WebView will use this callback to resolve the `Future` returned by the application's call to start the prefetch via. the WebView prefetch API. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
