[CrOS Network] Fix miss-count WiFi disconnect metrics in suspend-resume Currently, in Network.Ash.WiFi.DisconnectionWithoutUserAction metrics, the disconnected bucket is emitted when WiFi network state changes from connected to state other than connecting/disconnecting with a valid Shill error. This might be wrong due to an issue on WiFi: b/315047839. To make sure the Shill error is not triggered by suspend, we need to check if the state is failure. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
