Change allocation of FontFallbackMap to on-demand

We currently allocate a FontFallbackMap to every FontSelector and
FontCache, even when it's never used. This results in a memory
regression by a HashTableArea page (128KiB) in each renderer process.

This patch fixes that by allocating on demand.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
