[MPArch] Target the external protocol error at the responsible frame. This eliminates uses of WebContents::GetMainFrame, and makes the console messages attribute the error to the frame that attempted to navigate. It does so by introducing a type that represents a weak pointer to a document, which is invalidated when the RenderFrameHost no longer hosts the same document. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
