android: Disable failed tests in chrome_public_test_apk on Android 12L Bulk disable to green the test suite on "ci/android-12l-x64-dbg-tests" And remove the experimental flag as the suite is fairly stable now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
