FSO: Destroy observation if a directory watch's root disappears When a disappeared event is received for a directory observation, we now compare the incoming event's url against the observation scope's `root_url`. When these match, we now send along the disappeared event followed by an errored event. We then destruct the observation on the browser process side. Next up: A follow up CL will tackle parent directories being deleted while we are observing a file. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
