[android/passwords] Update last sync-feature-specific predicates

Together with a few other pending CLs, this concludes the audit!

Behavior changes are behind flag because kPasswords is only in
GetSelectedTypes() if kEnablePasswordsAccountStorageForNonSyncingUsers
is enabled.
