DevTools: Implement waitForDebuggerOnStart for SharedWorker auto-attach Fix `waitForDebuggerOnStart` for SharedWorker auto-attach by aligning its implementation with `ServiceWorkerDevToolsManager`. An `Observer` pattern, modeled on the one in `ServiceWorkerDevToolsManager`, is added to `SharedWorkerDevToolsManager`. This allows the `BrowserAutoAttacher` to intercept worker creation and enforce the pause, preventing a race condition with injected scripts. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
