Reland "net: Remove linux specific files from Lacros." This is a reland of commit 3e18980f0b5cd4fc81a9aa914551fd93f706d91e It's reverted due to net_watcher failure. Removed network_change_notifier_linux path from net_watcher. The additional part for fixing revert can be seen by comparing with patchset 1. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
