extensions: Fix failing unit test on android Fix the test started failing after https://crrev.com/c/6370848. The test PolicyCheckTest.PolicyFailure was just accidentally passing despite PolicyCheck::Start uses management_policy() which is always nullptr on android. The change not to access the policy made the test fail, so we ifdef-out the failing expectation on android, adding a TODO to revisit it. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
