Move fast/parser/xml-bad-encoding to wpt

I added this test to fast/ without thinking about it, and it got flagged
for being a new test not in wpt.

The -crash.html should make wpt recognize it as a "crash test":

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
