Use infinite cull rect for all descendants of perspective

The problem of mapping under perspective applies to not only the
element having perspective but also descendants. See
crbug.com/887558 for details of the problem.

The problem wasn't discovered in pre-CompositeAfterPaint because
we also used infinite cull rect for all transformed elements and
didn't apply clips on cull rects.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
