Reland "Implement permission query for geolocation" This is a reland of commit 131ed7bf1b03fa262af662003f2ff72c6dcde4a4 This reland explicitly enables geolocation on all test runs, to prevent the test mutations from interfering. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
