Fix presentation callback in BrowserTabStripController `BrowserTabStripController` uses a presentation time callback registered using `content::Compositor::RequestPresentationTimeForNextFrame()` function to determine when a tab change is completely presented to the user for the purpose of reporting peak memory histograms. This callback is called even if the presentation fails. This CL updates the code to use a presentation time callback registered using the new function `content::Compositor::RequestSuccessfulPresentationTimeForNextFrame()` instead which will be called after the first successful presentation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
