Make Lens Overlay page actions responsive to overlay activation Context: the page actions framework is in the middle of a migration. The old framework's page action was updated to respond to overlay activation, but not the new one. This CL updates the new framework's lens page action, and enables the new page action in the relevant browser test. Note, that the feature will be enabled in fieldtrial testing shortly. Part of this CL also adds const-getters to relevant plumbing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
