CreateCertVerifier: check IsTrialVerificationOn after use_chrome_root_store The CertVerifierCreationParams should never say to use trial verification when use_chrome_root_store is true. But just in case something goes wrong, check use_chrome_root_store first, since that should always take precedence. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
