Prevent writes to sync for Home and Work addresses

Writes to addresses come in two forms:
- User-triggered writes: Settings, updates, etc.
- Metadata-related writes: Whenever e.g. an address is used, its use
  count is incremented.

Since H/W is meant to be read-only on the client side, the first types
of writes will be prevented in the UI. This CL makes sure that the
second types of writes are not committed to CONTACT_INFO.

Committing them wouldn't make sense, as GAS doesn't store metadata about
H/W [1] and thus couldn't persist the committed data. Any metadata
updates are only stored locally, in the on-device database (and as a
result, are lost during the next sign-out + sign-in).

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
