[ios] Invoke new BrowserUserData constructor Since most of the BrowserUserData<T> wants to keep a pointer back to the owning Browser, prepare managing the pointer in the base class by using the new constructor taking the Browser* pointer. This fixes all BrowserUserData<T> subclasses in the directory //ios/chrome/browser/send_tab_to_self. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
