Fix an issue that download resumption will prompt insecure dialog on Android During auto resumption, download will keep their original file path. On Android, the file path is a content URI on resumption. This causes the InsecureDownloadData to be initialized with a wrong file extension. This may cause many download to require user to ack a insecure download dialog on resumption, while this didn't happen on the original download. This may cause the download to get canceled due to missing web contents, or in some cases the download will never finish after reaching 100%. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
