Reland "Componentize chrome/browser/ui/views/location_bar/cookie_controls (3/x)"

This is a reland of https://crrev.com/c/6849713, which was reverted by
https://crrev.com/c/6859636, because
cookie_controls_bubble_view_pixel_test.cc, from interactive_ui_tests
target, was trying to include test_browser_dialog.h but the target
didn't have the proper dependency. This CL fixes that.

Original message:

Extract cookie_controls from the monolithic //chrome/browser/ui:ui
target into its own modularized BUILD.gn file with separate header and
implementation targets.

The following GN targets are added:
 - c/b/ui/views/location_bar/cookie_controls:cookie_controls
 - c/b/ui/views/location_bar/cookie_controls:impl
 - c/b/ui/views/location_bar/cookie_controls:browser_tests
 - c/b/ui/views/location_bar/cookie_controls:interactive_ui_tests
 - c/b/ui/views/location_bar/cookie_controls:unit_tests
