Video: Stricter HEVC mimetype detection for MediaRecorder

If mimetype is `video/x-matroska;codecs=hvc1.2.4.L93.B0,opus`,
the previous code will only detect if `hvc1` is included or not,
so for this mimetype `MediaRecorderHandler::CanSupportMimeType`
will return true if the platform supports HEVC main profile.

Apparently, this mimetype indicates the profile is HEVC main10
profile, but since we don't support HEVC main10 profile encoding,
it should just return false instead.

This CL makes the check logic stricter with the approach below:
1. Check if the profile is the HEVC main profile if it can be parsed.
2. If it can not be parsed, then the codec must be equals to `hvc1`.
