Pass `IsOffTheRecord` through to DevTools config

We have a scenario where we store in DevTools a setting to tell us if
the user has consented to fetching data or not, and it's important that
in a "normal" window, that is persisted, but in an incognito window it
is not.

To enable us to know which setting to use, we want to tell DevTools if
the user is in an OTR (Off the record) window, so that we can use a
different setting that is stored only in `window.sessionStorage` and
therefore minimally persisted.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
