WebUI: Migrate several instances of iron-iconset-svg to cr-iconset. This is in preparation of removing iron-iconset-svg from Desktop builds. Moreover, all of the affected UIs have already been migrated to cr-icon so migrating to cr-iconset is safe to do. Also removing incorrect dependency from ash/webui/common/resources/network_health/network_health_container.ts to ui/webui/resources/cr_elements/icons.html. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
