Update expectations for rationalization in MX The CLs in crbug.com/1505775 introduced a new rationalization engine and logic for MX where address line 1/2 fields are converted into street address / dependent locality pairs because in our model the dependent locality is not part of the street address. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
