[wpt-importer] Extend CQ+2 timeout from 30 min to 1h `win-branded-compile-rel` is an internal builder that only runs on CQ+2, meaning it doesn't reuse a CQ+1 build. The P90 runtime for this builder is around 20-30 min, which is near the current importer timeout of 30 min. Bump up this timeout so that the importer does not prematurely abandon unlucky CLs (e.g., crrev.com/c/4727817). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
