chromecast/component: Convert legacy atomics -> std::atomic<> |DependencyCount::dep_count_| contains an enable/disable bit and a counter of dependencies, tracked atomically together. Convert from legacy (base::subtle) atomics to std::atomic, as we are moving away from legacy atomics. DependencyCount::Disable and DependencyCount::Enable used CompareAndSwap loops to set or clear the enabled bit; switch to std::atomic<>'s fetch_and and fetch_or, which express the state change more clearly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
