Disable the RedInterstitialFacelift feature in failing tests In future CLs, I will add the RedInterstitialFacelift Finch config entry and testing for when the feature is enabled. Note that the ipad-device and iphone-device (ios internal tests) trybots fail - this looks unrelated to this change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
