[IBAN][Clank] Save and display local IBANs

This CL:
- Adds JNI functions in PDM
- Updates saveEntry in AutofillLocalIbanEditor to enable saving
local IBANs.
- Displays local IBANs in Payment methods page

This feature is enabled with the following flag: AUTOFILL_ENABLE_LOCAL_IBAN
