[iOS] Notify Tips Manager of relevant user actions This change ensures the Tips Manager is notified of relevant user behaviors and actions that happen in ['ios/chrome/browser/infobars/model', 'ios/chrome/browser/infobars/model/overlays'] by firing the appropriate segmentation_platform::tips_manager::signals. This allows the Tips Manager to provide timely and contextual tips or guidance to improve the user experience. Additionally, this change updates the corresponding DEPS file if necessary, including alphabetically sorting the entries to maintain consistency and readability. This CL was uploaded by git cl split. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
