Don't allow empty `uri` in external app redirect reports We aren't interested in the report in this case, and the server may not be configured to handle it. This CL also moves the base::Feature check to the last possible point, to make the experiment results most useful. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
