CCA: Fix hang issue when there is no camera
If there was no device found when querying device infos for the first
time, DeviceMonitor didn't notify linsters, causing CCA hang.
This CL does some refactors as follows.
1. Since there is only one observer, DeviceMonitor will not support
multiple observers.
2. DeviceMonitor will notify the linstener if there was no device
found when querying device infos for the first time.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
