Reland "Run provisioning on a low priority background thread"

This reverts commit 0a73cafaa1bb294f7142a4e5577de29b3a6c3dd6 to reland
commit ac55c02ab7db2f5bdb6fcb2ca0aa4aa47e06b147.

Original commit had the provisioning request run on a different thread.
However, SystemNetworkContextManager (and the SharedURLLoaderFactory it
returns) are bound to the main thread, so using them on the different
thread fails. Fix is to create a PendingSharedURLLoaderFactory that can
be bound to any thread/sequence.

Original change's description:

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
