[text-spacing-trim] Return early if the text is known not to apply This patch adds a filter for the `text-spacing-trim` to improve the performance. The `HanKerning` class currently applies only when the font has `halt` or `chws`, so the impact to non-CJK fonts is not visible, but when the font has them, it impacts ~3-5% in the micro benchmarks. This patch reduces the impact down by ~1 point. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
