[PWA/Navigation Capturing] Clean up dependencies to browser_navigator.cc

This CL cleans up the web app navigation handling code so that there are
less dependencies on browser_navigator.cc, and most of the use-cases
are handled in the web_apps layer. This is done by:
1. Returning an AppNavigationResult for all navigations when it was
earlier just returned for navigations handled by the web app system.
2. Always having a NavigationCapturingRedirectionInfo populated in
the navigation result so that data inside can be collected at all
stages of navigation handling.
3. Adding a new first_navigation_app_id field that is populated
whenever an app window is created by the handling code, which will
be useful for handling redirection.

Tested by running the existing NavigationCapturingDataTransfer browser
tests and adding a new test that verifies that aux clicks do not
enqueue redirection handling info, which is the expected behavior.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
