Misc. cleanup. No functional change. * Shorten code. * Unconditionally clearing an outparam atop a function is safer than trying to clear it at error exits. * Placing error cases first/success cases last can be clearer and may allow more use of control-flow macros with `expected` in the future. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
