Reland "AIS: Support API option to install websites in Browser display mode" This is a reland of commit 52e385d717d87d150fd5974a89a2fccb78c04c11 Reland with a default value for open_in_window in WebAppInstallData. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
