Make changes to parcel manager to handle string date

The server will now send string instead of usec, so this CL parses the
date string back to a base::Time. Doing this will allow it easier for
UI to format the time object to a localized string, compared to just
storing the "yyyy-mm-dd" string.
Also, changed the parcel manager to only send get status request to
server if the parcels are not done, as there is no need to update
parcel status if it is already delivered.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
