[iOS][Waffle] Add device restore timestamp This patch updates the APIs to detect a restore on iOS, to add a timestamp for the latest restore. Before this patch, `IsFirstSessionAfterDeviceRestore()` loads the restore device state into cache (if it was not loaded yet) and returns the value. With this patch, `LoadDeviceRestoreData()` is called `IsFirstSessionAfterDeviceRestore()` and it loads the data if it was not yet loaded. `IsFirstSessionAfterDeviceRestore()` still returns the same value. And `LastDeviceRestoreTimestamp()` is added to know when was the last device restore value. For crrev.com/c/6396506, `ResetDeviceRestoreDataForTesting()` is added for test purposes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
