Revise policy handling in SigninFirstRunMediator Before this CL, SigninFirstRunMediator was calling acceptTermsOfService(true) even if UMA is disabled (see https://crbug.com/1348575 for details). This CL simplifies the code that handles policies in SigninFirstRunMediator and adds a test to verify that acceptTermsOfService(false) is invoked in this scenario. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
