[Auth] Put ChromeOS os reauth logic to DeviceAuthenticator interface

This enables reusing the reauth timeout and providing consistent
experience across different platforms.

This will also unblocking providing user reauth in other surfaces in
ChromeOS such as the native password manager bubbles.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
