Reland "[CT] Implement at least one RFC6962 log policy" This reverts commit 73006ded29bc11d99a945b3e9cb55bd4f59985d0. Reason for revert: Revert of revert because follow-up CLs built on this. Now Windows builds fail. To check out the source code locally, don't use git clone
! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
