[MPArch] Disable auth login handling on prerender

This CL updates the exiting checks for login-auth-related events to be
allowed only on main primary frames, rather than on any main frame. This
avoids unnecessary actions for cases in which the navigation is supposed
to be canceled anyway.

A browser test has been added to cover the case in which we have login
authentication for pre-rendered pages.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
