Pass raw pointer of socket to QuicChromiumPacketWriter::OnSocketClosed After https://chromium-review.googlesource.com/c/chromium/src/+/4570128, when the connection closes, all of the sockets are deleted. Instead of using std::move(), this CL passes the socket pointer as a raw pointer instead of unique pointer so that we do not lose ownership of the socket pointer in QuicChromiumClientSession::OnConnectionClosed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
